Yes: qualifying categories would be the important part of the promo..... I wonder how long the link will remain dead.

Well, that doesn't meet any of my criteria but I activated my offer nonetheless before I knew what categories were eligible. Thanks for the info.

I had about two dozen listings renew themselves today after activating the Offer and none were counted in it.
So, without knowing what criteria need to be met, I can only assume:
(a) Toys are ineligible OR
(b) relists are ineligible OR
(c) GTC are ineligible OR
(d) the item isn't counted unless it's sold
Nothing sold today to test the latter possibility.

What is the Promotion?
Invited sellers (“Sellers”) who activate the offer and then list in a Qualifying Category* in the fixed price format, pursuant to the terms and conditions set forth herein, will receive a 25% discount on final value fees (“Promotional Rate”) for the first 1,000 sold items, that were listed during the Promotion Period, as defined below (the “Promotion”). Only fixed price listings in 30-day or Good ‘Til Cancelled durations are eligible for the Promotion. The Promotion does not apply to insertion fees or optional advanced listing upgrade and supplemental service fees. Discounted final value fees will be applied to the total amount of the sale, including the cost of the item and shipping, excluding any sales tax. All existing selling limits on your account (as well as category and item limits) still apply, and may prevent you from creating the maximum number of listings in this Promotion. When is it?

How do I activate the Promotion?

Listings created prior to August 22, 2016, but after a seller activates the Promotion, which are scheduled to start during the Promotion Period, are eligible for the Promotion. Please note, the Promotional Rate may not be shown during the listing process. Instead, the discounted fees will be reflected in the “Seller Account” section in My eBay, under the Account tab, as well as in your next invoice.

For those listings that are in the eligible categories, the count won't change until the item has sold.
