Seller is listing incorrect tracking information

I am not sure what to do.
I bought an item in November. I paid instantly through paypal. The seller listed the item as ships within 10 days of payment clearing.
He ended up shipping it 14 days after I originally paid.
When I contacted him, he told my item was specialty and needed more time (this was not listed on the auction)
He has since then listed a tracking number on this item that is invalid. I have asked him for the valid one and now says that I need to pay him an additional 38 dollars in shipping charges if I want a shipping number.
I wanted to contact ebay about this but when I try it tells me the estimated delivery date ( December 19th) has not passed yet and to wait till that date is over.
I just feel like I am getting screwed over here. All I wanted to know is if the item will actually make in the time I need it and the seller is basically jerking me around. Any advice would be helpful at this point.

First, I am very sorry to hear what you are experiencing right now. Probably you are streesed out of this problem.
I hope you can get the item you won in the near future, but from what I read in here and there, if you didn't get anything after all, then you could ask for help to PayPal or your credit card company.
