Is a travel adapter coming in from Hong Kong subject to Canadian taxes?

If it is under $20 in value there will be no tax. If it is a higher amount but under $100, there is a small possibility that tax will be charged as well as a $.9.95 fee by Canada Post for collecting the tax.
