Trying to buy an Ebay Gift Certificate with PayPal but keep getting "recipient unable to receive money" - anyone else have this problem or can help me make my purchase

When will there be a solution. It seems to be a glitch between paypal and ebay interfacing.

Also trying to do this but unable to. Replies from Customer Service were no help including trying to use a phony US address. Did not work either.
