I purchased items from a seller in China. I waited longer than shipping was supposed to take, and I then contacted the seller. The seller told me to wait another week, which I couldn't because I needed the item the next week. So, the seller offered to refund my money. I agreed to that, however, after 5 days, I had no refund.
I looked at the ad again, and noticed that it stated that the seller would refund OR RESHIP, so, after waiting 5 days for the seller to refund, I gave up on getting a refund, so I asked for a reship, since I realized that I could use the item at a future time. Once I asked for reshipment, the seller abruptly told me "No, you asked for a refund, so I give you a refund."
There has been NO refund given I checked my PayPal Account, I checked the credit card that my PayPal account is connected to, nothing. I told the seller this, and told them that I don't want a refund, that i wanted the item reshipped, as the ad stated it could be.
Now, the seller gets nasty, and starts claiming that they had offered me a reship, but that I hadn't accepted it, and that now they had sent my money back, I wanted one. (Well, then why don't I have my money if the seller sent it back?) I went back through the messages between the seller and myself, and nowhere in the messages did the seller EVER offer me the option to reship. The seller just jumped the gun, and just offered me a refund.
What do I do about this? I want the item, and the seller is refusing to reship, like they promised to on their ad.

Go to the Resolution Centre up there under Help and Contact on the right.
Open an Item Not Received Dispute.
If more than 45 days have passed, so has your eBay Buyer Protection.
Instead.
Go to the credit card you really paid with and phone the 1-800 number for customer service (Paypal is just a mediator, although they are wery helpful up to the 45 day deadline.)
Ask the rep about a chargeback.
