If you paid by Paypal you have 45 days from the purchase to start an Item Not As Described dispute.
You will be required to return the item to the seller with Delivery Confirmation. Within North America this is Expedited and the service also includes $100 insurance against loss or damage in transit.
Give the DC number to Paypal within the dispute and your original payment will be refunded as soon as they see the item is back in the seller's hands.
PP will not refund the cost of return shipping.
A good seller,seeing that the error was his, would also return your return shipping. Don't ever count on it though.
In addition, you can leave feedback for up to 60 days after the purchase. The most effective FB is calm and factual. "Does not fit 2000-2003 models. Refused refund" might do. In addition you will be asked to leave Detailed Seller Ratings. Based on your post, the seller deserves low marks for Description and Communication. You can leave marks or not for Shipping Time and Shipping Cost, although returning the item will increase your shipping cost considerably.
A normal transaction gets a Five Star rating. The lowest rating is ONE.

Your seller thinks he can hide behind an ineffective personal return policy and that because you are relatively new, you will do nothing about it. Well, you can indeed return the item for a refund. If you would like to see ebay's official policy, - the one that applies to all transactions, scroll down to section 4 about an item not as described:

If you paid with a credit card, you will still need to return the item to him, but you can call the 1-800 number on the back of the card and ask to do a chargeback. You will need to have all the transactions details (receipts and whatnot) on hand when you do.
And don't forget to leave feedback, -- he sells an item that is of no use to you and then lies to you in an attempt to escape a return. How you wish to express your feelings about this transaction is up to you. 🙂
