What does it mean when the seller says that "sending the item by regular mail at buyer's risk"? Does it mean that in case of no receiving eBay won't give money back? Thank you in advance. Dima.

Hi Dima..Statements like that are without merit. Seller must deliver item to buyer and in the condition listed or Buyer Protection will reimburse.
Claims must be filed within 45 days.

Sometimes they are referring to Priority as opposed to First Class and sometimes they want you to know that it is not insured.
If you pay the Priority rate then they can track it and so can you.
Then if it goes missing you can claim against USPS.

Hi..okinaneko.. Seller decides the level of risks they are prepared to assume on choice of shipping. Nothing changes the fact that seller must deliver.
Buyers cannot make insurance claims. Its the seller who has a contract with the carrier , not buyer.
