The following link is to an excellent program that will convert a prior ebay invoice download (.csv format, not zipped) to reflect the new fees. You can see where you stand based upon the current vs future fee structure.
When I first found this link it wouldn't work for my invoices. I am registered on .ca but have opted to be billed in USD. The founder of this site (his name is Mark) worked with me over the last few days and my invoices are now able to convert.
I strongly recommend you give it a try...it can be very revealing as to where you stand with the new fee structure. If you are billed in CAD then it probably won't work...however if you contact Mark and supply him with the .csv download file of one of your invoices he can adjust the program to work for you.

Just to be sure you are getting accurate data...be sure to run either January 2008 or September 2007 invoices through for an accurate comparison. Remember that ebay gave us free gallery and other sales throughout the months of Nov and Dec 2007 so those invoices will not accurately reflect your current vs future fees.

Anyone else give this a try? I did mine and found that my fees are actually dropping with the new format.
I haven't tried that particular one but my analysis shows that my fees will be going up.
There is one simple reason, I have never used Gallery. If I had used Gallery my fees would be going down slightly (this was before the revised fees for my media category but getting the 5% PS discount).

I don't think the PS rebates are factored in. If you want to be sure just contact Mark via the link on the site page. He is really great about responding to queries. I notice since I worked with him on my invoice he has added Canadian fees billed in CAD.
