When Can We Add 50 Free Listings

I might have misunderstood what I read but I thought that we can add 50 Free listings starting April 19th or is it starting May 1st ?

You can add 50 "free" listings (auctions or fixed price) on eBay.com AND 50 "free" listings (auctions or fixed price) on eBay.ca at any time until the end of the month.

You are facing listing limits as a new seller - nothing to do with the promotion or the 50 free listings available to each seller every month (twice in April)..
