When I win an auction and the seller after 3 weeks gives me a refund, is this the proper way?

After telling me many excuses for not shipping the goods after 3 weeks the seller finally decides to refund my purchase price but when I look at its selling history, I can see that auctions were won after me and the shipping was done. Is this pratice legal according to E-Bay policies? Can I do something about this seller? Thanks in advance!

Hi..that's poor performance on the part of any seller and you can reflect in the feedback you leave. Low DSR's (stars) are tracked by ebay and can hurt a seller's ability to list items.
I would not accept a cancel transaction if seller filed one.
I am assuming a refund has been received , otherwise, open a dispute/claim.

You can leave appropriate feedback for 60 days after the sale. The most effective feedback is calm and factual.
At the same time you can leave Detailed Seller Ratings. The normal Rating is Five Stars. The lowest Rating is ONE.
