I would like to know how much a seller actually paid for shipping an item to Canada. If the label is printed out I do not see the shipping price. Only see it when they take the item to the PO and pay direct. As buyers we should be able to see how much a seller paid for the shipping so it can be reflected in the feedback. If a seller is up front with handling fees it is the buyers responsibility to bid or not.
When I ship to the USA you always see how much I paid for the shipping. But not items from the USA. Is the print so small I cannot see it? Or is this a way to avoid buyers from giving lower FEEDBACK to shippers that overcharge.

Postage is not the only cost in shipping. There are also tax, fuel surcharges, bubblewrap/packaging, insurance and tracking. And the time the seller takes to deliver a parcel being shipped internationally to the PO as required by USPS.
So when a label shows postage it will always be less than the shipping cost.
In addition, Paypal gives discounts on postage in some (but not all ) categories, and sellers who buy discounted mint postage are spending less than the package shows.
And then there are the sellers who include all (Free Shipping!) or part of the shipping cost in the asking price.
So.
Is the total cost of your purchase reasonable? If so, how it breaks down is unimportant.
And
18 cents a minute.
That's the minimum wage in Ontario. Time is money. If you are spending time at 18cents a minute fussing about the breakdown of the costs the cost of the purchase is rising.
If the cost of shipping plus the purchase price is too high, don't buy.
If it is reasonable, buy.
And by the way, you are exactly the kind of customer that sellers use 'stealth postage' labels for. Your name is very apt, isn't it.

"I will no longer purchase from sellers using Global Shipping Program - this program only benefits PITNEY BOWES it does not save the seller fees or responsibility of customs."
This is the only part of your posting that makes sense. GSP is horrible for most Canadian buyers.

Do you buy from the USA? $10.95 for a small paper item that is in cardboard. I know it cost less than $2 I am not talking .18 cents here.
This is overcharge. am also a seller, I charge no fees. If I do charge handling fees I let the customer know. Check out my FB I leave good FB for sellers and never left less than 5 stars for Postage. Ask questions do to assume.
And by the way, you are exactly the kind of customer that BUYERS are aware of, sellers that use 'stealth postage' labels for. Your name is very apt, isn't it. I am assuming of course...

What don't you get or want to get? Do you buy from the USA? Ask questions if you cannot make sense of what I wrote. I also sell and always state the cost of the shipping. If I charge a handling fee I let the customer know. I do not LIE, tell the customer the item costs $10.95 to ship when it cost $2. As the seller above noted, sellers use Stealth Shipping to benefit themselves. When I bought the item I did not give the seller bad FB as it was my choice to purchase. I knew they were lying but wanted the item.
Honesty is the best policy that is how I roll and my FB speaks for itself for both selling and buying. There is nothing wrong with charging a handling fee. Sellers who avoid noting handing fees fear they may loose bidders.
I did not state the following ""I will no longer purchase from sellers using Global Shipping Program - this program only benefits PITNEY BOWES it does not save the seller fees or responsibility of customs." I must have clicked on something to add this. Not sure where this statement came from.
Global Shipping is another money grab for eBay and not needed. I will not use as I seldom get charged duty. Sellers are using it for items that sell for no more than $10. I paid $5.60 for a item that sold less than $20 and it came broken. I have lots to say about this program but not on here for this issue.

OK - then none of your original post makes sense.
You see the price of shipping when you go to buy/bid on an item. If you are OK with that price then bid/buy. If you don't like the price of shipping then move on.
The actual dollars seller spent on shipping is irrelevant when you know in advance what you will be paying.
"I do not LIE, tell the customer the item costs $10.95 to ship when it cost $2. As the seller above noted, sellers use Stealth Shipping to benefit themselves."
Some sellers have a fixed price for shipping, regardless of where it is going. It is more simple for them. So, if buyer does not like that price, buyer will walk away. It may result in fewer sales, but they don't seem to mind that.

Stealth postage is not allowed for shipments out of country. This is why PayPal labels started showing postage in the past couple of years.
Some countries use the value of the item as the declared value plus shipping cost. So a visible shipping cost is required on all packages.
Part of UPU (Universal Postal Union) changes in the past years. Or maybe always was there and now is being enforced because of the much tighter world security on shipping.
Shipping from the USA by USPS to Canada should show postage cost. Shipping within the USA can show or not and I believe PayPal shipping allows that.

Any postage to Canada that cost less than $2 from the U.S. would have to be sent as a First Class Letter. It would not have delivery confirmation (so few sellers use it) and it can not be printed online so you would see a cost on the label.
The least expensive way to send a package to Canada and purchase the label online (and not show the postage cost) is with First Class International Package. The price for a one ounce envelope is $6.55. That is still less than $10.95 but is definitely not $2.
