If it has been 30 days or less from the expected date of arrival (usually about 45 days after payment) open an Item Not Recieved Dispute.
The first suggestion is to Contact the Seller. This can be done on the original listing.
But don't get hung up there. If the seller doesn't refund within 24 hours of your complaint of non-arrival, escalate the Dispute to a Claim.
If the seller cannot prove Delivery (not shipping, delivery) then you will be refunded.
If the 30 day eBay deadline has passed, go instead to Paypal.
PP hides its Resolution Centre at the top of each page under Tools.
Basically the same drill, but the PP deadline is 180 days from purchase.
