eBay will not remove the feedback because it (rightly or wrongly) represents how the buyer feels about the transaction.
This situation happens quite often.

Yes, clearly state in all your listings that applicable Canadian consumptions (GST/HST and PST) will be added if applicable. This will minimize the problem of buyers surprised at the extra charge.
While you are registered and must remit both levels of taxes, it is well known some non-registered sellers simply add the taxes and pocket the money, leaving surprised buyers rather unhappy about the transaction. .

New shipping policy;
As of 1 May 2008 all merchandise paid by paypal must be shipped expedited or express post with a tracking # $100.00 insurance included, within Canada and Continental USA.
I can't believe I have missed this annoucement. Where did you find it?

The same thing happened to me
Did you state it in your listing? There are some sellers in here that collect PST/GST and pocket the money. Unless it is listed on the item description I would not pay it either and would feel that is hidden costs that should not be hidden.
I might leave a neutral as well. I also would have informed the buyer that I had forgotten to include the taxes and to be aware any further purchases will have the taxes included on the bill. The buyer might have been more open to come forward with paying them at that point. But to say include on the next order, I think turned him off and now there won't be a next order.

Your tax table is a good way to go but you may want to indicate it clearly in your listing so that your Canadian Buyers are aware of the taxes. Buyers are inherently lazy and easily overlook things like that. Something like "Canadian Buyers, please see the tax table link below" in your listing might help. Also, be careful when you charge GST/HST. For example, your item 190235304327 is GST zero-rated and you should not be collecting GST on it...just Ontario PST. There's an actual ruling by Canada Revenue Agency about it. You can contact me through the EBay system and we can discuss that outside of this discussion board.
You may also want to include your GST Number somewhere in the listing. Others have posted that some sellers collect GST/PST and then pocket it without remitting. By indicating your GST number, you give the buyer more assurances that you are legit with collecting taxes.

"Canadian buyers please note: Canadian buyers will be charged 5% GST (or 13% HST for buyers in NS, NB and NL) plus 7% for buyers in BC. Please wait until we have sent you an invoice before paying. Taxes may not be correctly calculated if you pay with Paypal before an invoice is emailed to you. We will invoice within a few hours of the end of auction. "
I also include my GST & PST numbers on the invoice I send. I wish there was a way to disallow buyer payments until AFTER we've sent a corrected invoice - it would save so much time and energy!! Buyers don't seem to understand that the email they get from eBay is NOT an official invoice and God knows they don't read item descriptions. Plus, they don't seem to realize that we can't send an official invoice until all items are finished - how do we know what else they might decide to snipe!!?? The only reason we put the taxes statement in our listings is so that we can point to it when they argue!

I found it is far easier to leave it the way it is. Yesterday a buyer bought 7 SML and he paid right away. I simply refunded the GST on the SML.
I do the same on all GST exempt items. Most times i will indicate "GST FREE ITEM" in the listing.
In order to create a tax table you must supply your # to ebay, from there a link is created with Ontario ministry of revenue and you fill in the % blanks.
All my buyers get my GST # on the invoice. Some potential buyer ask what my GST # is, before they bid or buy. I gladly give it to them + the phone # where they can verify it. According to the Ontario Ministry of revenue it is illegal to give your PST # on an invoice. The only time you give your # is with an Ontario retail sales tax purchase exemption certificate when you by from from another Ontario seller.

Go to "MY eBay"
On the left side colum;
Under my account; click on "Site preferences"
then "Payment from buyers"
a little bit down look for "Use sales tax table", go the the right of it and click on Show or edit, the you can set up your tax table and save it.
Let me know how you make out.

When I log into set up the taxes as Angus_coins describes, I can only see the tax opitions for all the US states. Any way to see the Canadian provinces?

I usually am logged into www.ebay.COM, where it wouldn't allow me access to the provinces. I clued in and tried it in ebay.CA
