why can you get bad feed back when you give money back

Hi chingolin.. Refund or not , there is nothing to prevent a buyer from reflecting their overall experience in feedback.

It cost the buyer to return an item that apparently was not as described.

A satisfied buyer might agree to a revision request but otherwise you are stuck with it ..
