Did this happen when you paying for a purchase? There should be a note beside the amount saying what it is for..what does it say?

Yes this was when I was paying for my items it said this
Payment method for $64.50 USD:
PayPal Balance
$56.33 CAD
my visa card number
$17.81 CAD
PayPal's exchange rate as of 10/7/2014: 1 Canadian Dollar = 0.87000964823076 US Dollar
that what it said when I switched to my credit card

It makes sense.
You did not have enough money in your PayPal account to pay for your purchase.
PayPal took whatever money was there(Cdn$ 56.33), converted into US$ to pay your purchase partially and took the remainder owed from your VISA card (Cdn$ 17.81) after converting the deficiency from US$ into Cdn$.
If you add up the two Cdn$ part-payments (from your PayPal account and from your credit card) they add up to the equivalent of your purchase (US$ 64.50)

Switching from your bank account to credit card had nothing to do with it.
You made a purchase and you did not have enough money in your PayPal account to pay for it.
PayPal took the money from your credit card to make up the deficiency.
It is that simple.

You have to understand the default at PayPal: they will take whatever money is in the account first (that is the default), regardless of your request to charge your credit card or bank account.
Then they take the extra money needed from either the credit card or bank account.
If you want PayPal to charge the full amount of a transaction to your credit card, you must first withdraw all your money from PayPal to your bank account.
