I recently bought an item from the UK and it was shipped using the Global Shipping Program.
Today I received a phone call from DHL indication that I owed duties to be paid before delivery, my question is doesn't the GSP cover all fees and charges, I ordered from the UK before using GSP and have never had to pay extra before.
I don't mind paying whatever charges I owe but I feel like I already paid when I purchased the item.
I did talk to eBay and was told by the first agent that it was the fault of the seller who in their opinion misrepresented the item on shipping documents, I contacted the seller and was assured everything was correct and most of the information is auto populated by eBay.
The next agent blamed DHL saying it was a delivery fee for them to drive to my house, which I feel is not true either since I live in a major city and have never had to pay for that.
Just wondering if anyone else has had an issue like this or am I missing something.

Thanks for clarifying @mburden319 - will you let me know how you originally paid for this item?
I've only seen something like this happen if the payment hadn't yet cleared, like an e-check through PayPal or seller-unclaimed funds. However, given the length of time associated with shipping I find that unlikely - just wanting to check all the bases!

Since DHL is used for ebay standard international delivery, is it possible that DHL thinks this is a transaction using that method rather than the gsp. It could be a mix up??

tyler@ebay , I paid with a standard PayPal payment and as far as I know everything cleared as usual.

I think the problem is that the OP is identified as the importer of the laptop, not Pitney Bowes. Pitney Bowes is identified on the OP's customs invoice as the exporter, so DHL knows it had some involvement in the transaction. For some reason, the billing of DHL's charges went to the OP rather than to PBI.

Nope, I didn't end up getting anywhere with this issue.
Talked to eBay support one final time and was told again that there was nothing they could do since it was in their opinion that the shipper misrepresented the value of item in some way.
I also talked to DHL and was told the same as the previous calls, they collect payment when requested and any issues I had would have to be taken up with eBay who had collected the duties but had in their opinion not sent them along to whoever was to receive them.

Man, I'm sorry to hear this. This makes absolutely no sense, you understand. How can the seller misrepresent the value of the item? The selling price is on file with eBay. Maybe the seller included an invoice with the wrong selling price on it, but I don't think the Global Shipping Centre workers would be looking for something like that, unless for whatever reason they can't look up the item on a computer, which would be completely ridiculous.
Sounds to me as though the CSR you were talking to was "talking through their hat" as the Brits would say. They probably don't know much about the GSP's workings and were thinking that the seller was responsible for filling out customs documentation, which they're not.
tyler@ebay, are you able to get any answers for us on this?
