What went wrong? I never got purchase eBay denied refund.

I'm in a pickle:
- Bought some shoes
- Purolator NEVER attempted delivery
(Confirmed by security cam review)
(Have letter from our concierge/security)
- Purolator NEVER contacted me
- Purolator returned to eBay

But:
- eBay says it WAS delivered and denied my refund
- appeal noted they actually had the item at their global shipping centre
- But Appeal still denied by eBay????

SO:
- it wasn't delivered
- eBay says they have it
- eBay denies a refund because it was delivered

ALSO:
- Seller doesn't respond at all
- I messaged them the day I found out it had been sent back

What to do? eBay seems wrong here and seller is NOT responding.

eBay's response seems crazy. The guarantee says if I don't get the product I get a refund. I didn't get it. We have a big problem with Purolator not bothering to even walk to our building to deliver packages.

I think part of the problem is there are many carriers and many tracking numbers for some reason. But the last hop was Purolator.

Now so much time has passed the 'ebay return' link won't let me click it -- even though seller probably has shoes back already. Seller didn't reply to any of my messages either.

I am realllllly angry. Looking at small claims court. I feel eBay is violating their guarantee and their support is gross negligence (i.e. how can you say it was delivered when eBay tells me they see it was returned and is in their global shipping centre?)

The Global Shipping Program is run by Pitney Bowes and not by eBay.

Where you went wrong (and it is not clearly spelled out) was in not mentioning the GSP in the dispute.

That should have moved the dispute to a GSP specialist.

PB/GSP actually has a good reputation for settling disputes.

While that is rude, the seller's responsibility for delivery ends at the GSP plant gate in Kentucky.

And the seller did not get the shoes back either.

 

Now the 30 days from last estimated date for delivery has passed and eBay will not help.

 

Go instead to Paypal.

You have 180 days from PAYMENT to open a PP dispute. The PP Resolution Centre is at the top of the page under Tools.

Same basic system, but this time do state that this was a GSP transaction.

 

If that doesn't work out, you are also covered by the chargeback provisions of the credit card you back your PP account with. The customer service number is on the back of most credit cards. Card policies vary, but have dates, currency and payment information handy to help the clerk.

 

Also-- in that order.

If you start a cc chargeback, PP will not entertain a dispute. If you start a PP dispute, eBay will not allow an eBay dispute .  The reason is to prevent double-dipping.
