This doesn't answer OP's question. Canada Post's services are up and running, so you can already buy labels and ship your packages. That's Canada Post's statement simply warning of delays and uncertainty in the flow of service. We want eBay's comment, not Canada Post's, regarding when they will re-enable labels, given that Canada Post has resumed service.
I would also like to know the answer

as I said,(and just as eBay did with the previous CP strike), eBay is being cautious...eBay will allow labels to be purchased on eBay, when eBay decides the time is right...just like last time!

You can print off a Canada Post label through the Canada Post site.
I've been doing it throughout the strike.
If you have a Solutions for Small Business account, which if free, you also get discounts and access to Expedited.
Expedited Light and the superdiscounted US Tracked Parcel are exclusives with eBay though.
