De minimus exemtion and Tariffs:  Have any Sellers experience Buyers refusing delivery due to collection upon dleivery by the carriers?

I've had one (already late and refunded) shipment refused by a UK buyer over the VAT charges, which were prepaid.

It supposedly has been returned but that was in August and I haven't seen it yet.

Carriers do not put a high priority on Returned shipments.
