How can Canadian Seller offer free shipping?

I'm wondering how a Canadian seller offer free shipping to all Canada as the lowest shipping (if I want tracking) I ever paid is 17$ and highest for smallest possible item to a remote region ended up to be 28$.

 

I understand that some includes shipping price in item cost, however I see 1$ item with free shipping which I have no idea how someone can do that?

 

Am I missing good shipping methods?

Two reasons off the top of my head.

The goods are actually in China and the seller is using low China Post SURFACE shipping rates. 

  • He is supposed to give the location of the product not his own. Some sellers do this naively, others on purpose.

The seller normally sells multiples of a low value/small item, that he then ships Letter Post.

 

A couple of others.

He's really stupid.

The item does not exist.

  • Some crooks will bank that the buyer will not notice that the cheap item he bought never arrives, or that the buyer won't bother to Dispute the sale, or that he will only leave negative feedback.

You can use LetterPost for items up to 500gr and 2cm thick. The rate is the same whatever the destination. (ie 92c-$5.47 domestically based on weight/ $1.30-$11.14 to the USA).

Have you done a little reviewing of their feedback? From it are you able to tell if everything arrived a okay? Any concerns noted? Remember the expression, if it sounds too good to be true....It usually is!!
