New eIS Program for Canadian Sellers - Opt in or Opt out

Watch your eBay emails for the following. Mine arrived overnight. Personally not ready to test something this far in advance.

 

You may be enrolled in eBay International Shipping starting in October

Dear Seller,

 

Starting in October 2025, eligible listings on eBay.ca and CAFR.eBay.ca may be automatically enrolled in the eBay International Shipping program. Sellers will receive a notification when they are fully enrolled.

Enrollment in eBay International Shipping does not replace any existing policies you have in place for particular markets. Buyers in those markets will be able to choose from your existing shipping policy and eBay International Shipping.

If you would like to opt out of the program before it launches, you can do so here. If you would like to opt out of the program after you have been enrolled, or edit your country exclusions, you can do so through the Shipping Preferences page on My eBay.

As a side, I recently spotted a discussion post from a US seller having issues with eIS and their business policies being in conflict. This could potenially be a major problem if this is the case.

The reason that I and most other Canadians do not buy from eBay in the US, is because the Global Shipping program is expensive and takes weeks. 

 

I don't see the Americans purchasing from Canada for the same reasong if they bring in a similar shipping system in Canada.

lotz I just got my email and was going to post and saw yours here!

I'm waiting things out for a bit right now anyways, but I'm going to leave myself opted in for now. It can be changed in preferences later anyways. (I'm keeping my email flagged in case I need it later.)

I'm curious though where the items will be sent here in Canada (similar to Erlanger Kentucky for US eIS), Toronto? I saw there is another post with 120 comments, so this is certainly a hot topic right now!

From a response I got back from eBay support for eIS it is still a work in progress. More parts to be announced later or eventually. I would want to hear more about actual testing before jumping in feet first on something of this nature. The opt in/opt out link does come with a survey as to one's reasons for opting out. The options for answering were for 1 of the above vs multiple selections.

I see no point in enrolling in the program. I get significantly better rates to most international shipping destinations (EU, UK, Australia, etc.) through Chit Chats International Tracked. Why pay exorbinant costs and probably have shipments take longer? Americans won't pay the extra fees associated with it either. They will just opt to buy within the country.

My interest in the eIS program will depend largely on whether eBay intends to have a system in place to collect tariffs from the buyer outside of eIS. My fear is that eBay will only be collecting tariffs from the buyer for eIS transactions.

as an occasional/infrequent seller I was actually surprised that I got the email(perhaps it was moreso because of the longevity of my eBay membership). In any case, there is no way I am opting into this program now or ever, so I immediately opted out.

I hope ebay.ca brings back the ebay shipping labels to the USA with the discounts
we had before they pulled them. As an OPTION instead of eIS.

 

For a "fatbox" (double) CD box, Canada Post with the SBS discount was $18+ CAN
for tracked packet to the USA, ebay shipping label was coming up at $9.70 CAN.

 

If we don't get ebay shipping labels to the USA with the discounts back,

the eIS will be a whopping big number that means
bye-bye to selling to the USA, at least for tracked packet.

 

Given that the zonos online app is coming up with zero tariff (and no 3.99C fee)
for that CD, it will be a real shame if eIS will be the only option to shipping to the USA.

I believe the items will be sent to a hub in the GTA. One of the reasons you could give for opting out of the program was something to the effect of 'shipping costs to the GTA being too high'.

I checked settings  in preferences and not seeing a way to opt in  (if I wanted to). I do not use/trust business policies because I am too late into that game and just not willing to corrupt what I have already that I know is working. Your and others situation may be different. 

 

From prior testing and just testing now eBay gives Canadian sellers limited discounted options for shipping internationally. According to 1 help page it only mentions CP and Fedex. Fedex is extremely more expensive when compared to CP(especially with eBay Labels). Strangely there is no mention of UPS which does have "reasonable" shipping rates to some countries. Really depends on the categories you sell in and if it will work for you and your buyers. Really hope that sellers don't get put into a situation where they are forced to use eIS because of what ends up being left for available options for shipping using your own preferences. (Very important to consider discounts are based on volume it is tied to. Old strength in number adage at play.)

As far as I understand so far the hub will be in Mississauga, Ontario. So If your close enough to there it might be worth it, but if your East or West Coast , or Central Canada the shipping cost to Mississauga could be more (most likley) more than using Chit-Chats or similar 3rd party shipping companies, it will all come down to the pricing, here's hoping its something fair (but not holding my breath).

There's not need to opt in.

 

If the opt out form is not received by 30 Sep, your elegible listings will be automatically set in, although it seems that alternative shipping options (if any applicable) will not be eliminated, at least at the beginning of the program.

And unlike a service like chit chats etc you cannot ship to hub in a consolidated parcel to reduce shipping costs. If you choose to use it will be extremely critical to have accurate measurements in each listing or risk a loss in the process. Final measurements can routinely change when you go to package. This is where some sort of handling charge built in is good insurance.

When I have sent anything internationally (I am in Calgary) if it is going west it goes by way of Richmond...east by way of Montreal. In most cases it is there either overnight or 2nd day. If I send to Toronto standard transit time is 4 to 5 days by expedited. Once it reaches Richmond or Mtl it is usually on its way same day or next so extremely fast. Very unsure how a hub in Toronto could speed up this process...across the board. As for flights out of Kenora parcels might have a multi day layover before they get jammed into a bush plane. I don't believe the airport in Kenora has international flights but maybe its in the works. 😁 We will be boarding in 5 minutes.

If we opt out now and decide later on at some point to opt in, is that an option? Or is it one and done?

For me it will all depend on what happens with USA shipping and the tariff situation etc.

I would definitely prefer NOT to use EIS if I don’t need to.

If eBay can set up tariff collection from buyer at checkout and reinstate Canada Post without EIS then that’s way better.

According to the email from ebay it should be possible in shipping preferences. In my testing unable to see so unsure if it is one our business policies...if we happen to rely on them. Not everyone does for various reasons. There are also supposed to be settings to opt out per listing as required. From speaking to US sellers who have tried it was a very challenging process to attempt. Many just gave up when they tried to. 

 

IF eBay were to collect at checkout you would most likely be paying FVF's on the process. Depending on item that could be a substantial amount.

I'm relieved to see that so many sellers aren't buying into the eIS just yet.  It could be seriously expensive to use.

 

In the States the GSP/eIS sort of works becasue it was implemented for US sellers who refused to ship out of the US.

It can work for them becasue they can pretty much ship to the hub for about US$5, but we can't do that.

Also, they lost a lot buyers when they implemented the GSP becasue it was just too expensive at the time.

 

Canada needs a solution to the duty/tariff situation.  We don't need an eIS.

 

The simplest thing would be for eBay to precollect tariffs the same way they precollect taxes.

 

C'mon:  If zonos can do it so can a giant like eBay.  Pretending that an eIS is the solution just lets eBay get away with not finding a real viable solution to the issue.  How hard can that be?

 

ChitChat is already doing that and doing a much better job of it.  Maybe this will allow him to expand into more locations (and perhaps implement a parcel pickup?).

I am not rushing to opt out yet, anyways. As I said before, I don't want to be a guinea pig. And even if they set some of my listings in after 30 Sep, I still have the option to opt out.

 

What is true is that one month is a looong time, when it comes to the Big Orange and his whim, especially with the current legal challenges to the tariffs. But the horse is out of the corral, and I don't think that eBay Canada is going to back down from setting up their EIS, especially now that Sonos is getting integrated with CP.

I can see a big flaw in your idea of eBay "simply" collecting tariffs at checkout. They will be reliying 100% in the sellers information about the item's description and COO. What if it's wrong? What if it's actually made in China, instead of Canada? Who is going to pay the difference, if it gets rejected by CBP?

 

I think the idea of EIS is also for eBay to inspect every item going through their hub (as in the case of the US service) to make sure it's complaint and it's legal to be exported from the country, to its final destination.
