I just received 4 eBay credits today but don't know what they are for. The amounts are all different & total about $11.20. First I thought it might be for all the overcharges for shipping Expedited Lite packages. But the amount is not correct. It should be a lot more. Anyone else get the credits? And do you know what they are for?

When you view the details is states as a memo 'Expedited Lite Label Credit Tracking #' and a tracking number.
I received 8 credits. 4 distinct tracking numbers total, each has 2 transactions.
1 tracking number when entered into parcelsapp, is sent from someone else.
The 2 that match my tracking numbers when added together, they are 3-4 cents off the initial charges, which is less than what the extra second charge was.

eBay is completely off track with what they are owing me. I should get a credit of $44.61 for all the overcharges but only received $11.20 in total.

I got two credits. I have no idea what transactions they’re for. When I look up the quoted tracking numbers they correspond to packages that I didn’t send and that didn’t even originate in my city lol. Maybe they’re so old that the tracking numbers have been recycled by Canada Post already? I’ll have to check my records when I get home.
I keep pretty close records (and also wasn't using Expedited Lite much because of all the issues) - there was only one transaction this year I got a separate upcharge on, but that isn’t either of the ones I supposedly got a credit for. So who knows lol.

I had made a list of all the tracking and order numbers before to send to ebay labels, and the mystery tracking number in the transaction memos I have doesn't match any on my list. Also, if I list all my orders for this year, 200 per page and search for the tracking number on the page it is not found, so I don't think it's connected to any old orders and recycled by CP.

Yeah, I went through all my records for the past three years worth of Expedited Lite shipments and can't find a single one that matches the tracking numbers quoted in these "credits" from eBay.
Can you provide any more information on these credits we're receiving, since eBay didn't send out any additional information? Is this evidence that the overbilling/second charge "issue" has been fixed and we should be fine to use Expedited Lite from here on out as the service was originally advertised? Is either eBay or Canada Post admitting fault in this situation (i.e., is Canada Post refunding for the overages and eBay is passing them along to us, or is eBay just providing courtesy refunds for the issues)? Why do the tracking numbers quoted in the credit amounts not reflect actual transactions we've made?
At this point it's impossible for any of us to know if we've been made whole. We're just receiving a bunch of credits in seemingly random amounts with no way to tie them to specific transactions.

I'm still around $220 out of pocket from these overcharges with Expedited Lite after the credits, but it's great to see something actually being done about it. Hopefully more are coming!

While we wait...
Here’s the formula I think used to calculate the credits:
Total Credit = Overcharge Amount / (1 + Tax Rate)
The tax rate depends on where the buyer is from.
From the three examples I have, the 'vat excluded' tax rate matches the rate for GST/HST line on the order details.
This formula matches all three of my cases (2 Ontario and 1 BC orders).
However, when I try to work backward, the “mystery” credits I see associated with another tracking number that is not mine don’t correspond to any of the remaining five uncredited overcharges I have.
