This is strange.

I got a similar promotion but the CAP is only $20

It's interesting that the promotion is for the first 100 'created' listings rather than the first 'sold' listings. If a seller also received the listing promotion they might list 500 items but if the only ones that sold were listed after the first 100, the fvf promo doesn't apply.

will pay a maximum final value fee of $20 per item (“Promotion”) for the first 100 items sold
