Trying to pay my ebay invoice

Sold an accordion to one buyer who then backed out of the deal. Did the second chance offer to the number 2 bidder and he was happy to buy. Filed against first and completed sale to second. ebay invoice came in showing two sales and double the fees (just shy of $200). Went to account and tried to pay fees using 'One Time payment' option. No dice. Fees are billed in USD for some reason and account/credit cards are Cdn. Was stuck then using the auto credit card debit system, so have no idea now how much I will be billed on my credit card: ebay fees based on one sale or two. This isn't right. Why is everything peachy when I enable the auto debit withdrawals from credit card, and yet when I try to go through PayPal with a verified account to pay the same fees, I am blocked? And I can't find any email addresses to send this in as a complaint/glitch. Once my current sale is complete, I will not be coming back on here to sell again. Too hard to sort this out.

I tried that one time payment thing with a non-registered card. Didn't work. I "think" the card has to be registered with eBay to be allowed to be used as payment.

Did you close the UID on the first? Perhaps you sold in one billing period and received the FVF credit in the next cycle?

eBay is not for everyone.
