Depending on the reason for the supension eBay will probably hold the funds until 30 days past the last estimated delivery date. That is when MBG claims are no longer a possibility.
It's possible they might hold funds for a longer time since there is always the "chance" of a payment chargeback.
Eventually they WILL release the funds.

With all your listings closed it took a little searching to find possible problems.
This might be it.
You sold four dozen high value (and high fraud) Air Jordan sneakers as a preorder , sold in December for delivery in January. #144317637067
"This is a pre-order. There is no guarantee for delivery date due to holiday season's shipping delay. Latest the orders should be shipped by early January. Price of these will not increase as long as you have placed an order before the release."
Then there is the question of eBay's newish Sneaker Authentication Service. I'm not sure if eBay has extended that to Canada or not.
It's not a good idea for a new seller to offer a product he doesn't have in hand, ready to ship. As you noted in your description, there are slowdowns and hiccups in shipping these days. More problems for a new seller.
If you can't prove Delivery (not shipping , delivery) you will have to refund your angry customer. Even if you can later show the shoes were delivered. Then you can only cross all your fingers and toes, and ask the buyer if he would be nice enough to refund the refund.
I've done that and it was successful about half the time. But my demographic runs to old guys who like to follow rules. Does that match your customer?

Legally if you have a legit sale and the goods have been delivered, Ebay cannot keep your funds. But as noted by the posts, they will protect themselves against chargebacks, returns and claims, so it does follow that they will hold funds until that risk is gone.

If your account is no longer able to sell, but you still have funds, they will be payed out to you following the unpayable funds process within Canada. Typically this would mirror the abandoned/unclaimed property laws for your province.

Legally the idea that this would mirror "abandoned/unclaimed property" sounds like it is being equated with a bank account that has been abandoned. I don't think that is a good comparison at all, since payment of the funds has been requested. For nicli_7 situation I would think that there would be clear communication of the process that will ensue to get the funds paid out.

Are you saying that any seller who is no longer to sell would have to go through that process even if they previously had been receiving payouts though Managed Payments?

Hi @byto253 - I don't have more information than that I'm afraid. From the Terms and Conditions for payments (This link, Paragraph 1. Receipt and Settlement of Funds): If we are unable to settle your proceeds, then, depending on the reason why we are unable to settle your proceeds, we may refund the buyer (e.g., in the event that we cannot process your information for technical reasons or you violate these Payments Terms of Use, etc.) or otherwise process these funds in accordance with applicable law or our policies.
The best thing to do in an unusual situation like this would be to continue to work with a Payments teammate who can review the situation in detail and provide the best course of action.

You did not mention why you got suspended, what was the exact reason given to you?
Is there an issue with your "identity" confirmation on MP?
Are you selling in a high-risk category?

Hi @pjcdn2005 - not necessarily. Like most things to do with payments, there are multiple scenarios dependent on the overall situation. In OP's situation this process is the most likely one that will happen based on what they've mentioned.

I expect it was the amount of cancellations from pre-orders that had to be cancelled, and I understand that. But that is a sidebar from the question of the handling of MP funds in these situations. As pre-orders were involved it may take a bit longer for Ebay to be satisfied that the funds are free and clear of any buyer claims.
Though the period to hold funds to be sure they are no further possible claims should be a finite period that can be communicated. It just does not seem that there is a clear policy in place, or one that is disclosed.
These are clearly not abandoned funds, to meet that bar there would have to be a considerable amount of time elapsed with no seller initiated contact with Ebay. If anyone gets into this type of situation it would be a good thing to make regular contact in writing through chat, messenger or an official facebook page, and keep a copy as that is proof no funds have been abandonded.

Again. Avoid the phones (or if you can't stand typing, at least ask for and record a report number).
The emailed transcripts from Chat, FaceBook and Twitter discussions can be invaluable.
And not just because it is very easy to think someone who is being polite is agreeing with you.
