You had only 30 days after the last estimated delivery date to open an eBay Dispute and get a refund.
But Paypal allows 180 days from payment for disputes and refunds.
Go to your PP account and find the transaction.
Go to the PP Resolution Centre under Tools at the top of your PP account page.
Paste the number into an Item Not Received dispute.
The first suggestion is to Contact the Seller.
This is a courtesy. Do it, but if you don't get an apology and a refund (NOT a promise of a replacement, you want money) ask PP to step in and escalate to a Claim.
If the seller cannot prove delivery, you will be refunded.
