I have a buyer who purchased a laptop that I listed and wants me to contact him on his email rather than through ebay, and wants me to ship to Nigeria even though his address is in Australia. I still have not received any payment and I have not sent the item yet.
Clearly it is a scam, how do I follow proper procedures in denying him, and relisting my item (without having to pay again ebay's listing fees)?

State scammer and mention payment outside ebay and shipping to Nigeria.
File an unpaid item to recover fees after 4 days or sooner if ebay removes the ID..no longer a registered user..

Block that ID.
On relist ..use immediate payment required to reduce the chance of a scammer using BIN which is their favorite target..

Should also be aware of PayPal's requirements for Seller Protection .. ship with delivery confirmation and signature required for over $250.US etc
