A seller doubled the shipping cost to me after I won the item. Can they do that.

I had bid on an item which cost $2.50 US and $ 21.96 CDN.  When I won I was invoiced double $46.50 US for the cost of shipping.

Sorry but that seems wrong to me.  It's enough to make me reconsider buying on Ebay.

Take another look at the listing.

Customs services and international tracking provided
 
If so the seller was shipping under the Global Shipping Program. The extra costs would be the duty and sales tax paid to Canada/province and a small ($5 or so) service fee from the program for moving the item into Canada from the USA.
 
If you don't see the above notice, let us know the listing number and there may be other suggestions.
