File a claim with PayPal for non receipt.

Even without the ID, it doesn't take much work to find out who the seller in question is.

That information was not necessary to determine who the seller was.

To identify the seller referred to by the original poster, any reader could have checked the feedback given by the original poster, find the negative, check the seller in question, et voila!  Magic!

It does sound so easy when one knows how to find these things!

that seller is toast. 

best to put in a claim but they will be taken off of ebay and money SHOULD be refunded without request.
