I bought a ring for 168.-$ ....now seller wants 200.-$ ....thought we have a legal contract ?!

Assuming you are not forgetting the shipping charge, yes, you have a contract.
However, you cannot force the seller to ship.
If she refuses to accept your payment, you can start a Dispute. You have only 45 days from the end of the auction to do this.
You also have 60 days to leave appropriate feedback. The most effective feedback is calm and factual.
As you know, you will also be asked to leave Detailed Seller Ratings. These are much more important to the seller than feedback, because if her DSRs drop below 4.3, her ability to list and sell on eBay are restricted or even ended. The normal DSR is Five Stars, for competent service. The lowest DSR is ONE Star. Leaving no stars is a free pass for the seller.

I see the seller has relisted the identical ring starting at $168 but now with a reserve.
