Received a message from a buyer earlier in the week saying that his address on ebay is wrong (incomplete) and could I send his item to his new address which he provides in the email. (used the ebay messaging system) The thing is that the auction ended July 4th and he is emailing me with a new address on July 14th. I shipped it on July 4th to the address that he provided to ebay. The new address has a different persons name, a new street and city name, but the same postal code.I sent him a msg saying that the item will probably be sent back to me as undeliverable and if it returns to me, I will resend to him at the new address.
He emailed me again today saying that he still hasn't received his item. He is in Quebec and doesn't seem to know any English so I am using google to translate msgs back and forth. He has not filed a claim yet. - is just sending me msgs. At the time of the sale, he had "0" feedback.
This guy is playing a game. Should I just refund him, or wait to see if he files a claim. He still has the address on his ebay account that I sent the item to. I am getting tired of buyers games - this the third one in a row. I will block him as a buyer for the future.

You should clarify, what do you mean by ebay address? There are 2 addresses associated with ebay, an actual ebay address and a paypal address.
it doesn't matter what his ebay address is, you should ONLY and ALWAYS ship to the address on paypal

So long as you sent it to the address on his account, you did the right thing. Like Mr Elmwood said, wait till you get it back and then deal with it.
If it comes back mind you.
I also had the same thing happen and the item did not return.
The buyer escalated a dispute to a claim and because there was no confirmation of delivery the buyer was able to get a refund. What happened to the item? I think aliens took it.

I don't really know what to suggest as I'm not even sure what I will be doing in a similar situation.
A week or so after I sent an item via light packet to California the buyer (a new ebayer) wanted me to contact the post office so that they could add the apartment number to the address. Of course that wasn't possible so I'm waiting for the item to be returned here. So far he has been patient but when (if) the package does come back here, I'm not sure whether I want to put out another $3 or $4 to mail it back to him again as the item was only $12.95 + shipping.
I can understand how someone could forget the apartment number but your situation is really odd...how could someone have the right postal code and the wrong everything else. lol

I checked and the address that I sent to was his ebay and PayPal address. I ship everything with payPal shipping labels. This one is strange

Just got another message from the buyer. He says that since he gave me the correct address a week after I sent the item that I should have known by using my crystal ball. I am going to wait a few more days and see if it is returned to me.

I am also going through a similar situation. Except I have my product back as they were returned "no such address". I have sent the buyer a message requesting additional $ for postage and a correct address. He responded once but still hasn't paid the additional money or sent me another address.
