u BOUGHT SOMETHING FROM AN EBAY MEMBER ONLY TO FIND OUT EVERYTHING WAS ALL A LIE ..I OPENED UP A DISPUTE WITH PAYPAL AND NOW I DO NOT WANT ANY MESSAGES FROM HIM...CAN I BLOCK HIM...

STOP SHOUTING!!!

Probably you can block him. First go to the email account you use with eBay and with Paypal and report him as a phishing scam.

I would not block him on eBay until your dispute is over, but you can Block him as a bidder under ManageBidders on the site map. This can be useful even if you never sell.

And remember, there is nothing that says you ever have to open an email or a Message. Heck, I hardly ever answer my doorbell and let most of my phone calls go to voicemail.
