Once you bid or buy, you're expected to pay for the item. However, some sellers are kind enough to cancel the sale if you contact them with a reason why you don't want to pay for it or the like. If they accept, they will send you a bid retraction or purchase cancellation request.

And others will open an Unpaid Item Dispute. If you do not pay one of those you get a Strike on your account.

Many, perhaps most, sellers will not accept bidders who have Strikes.
