A PAL... Possession and Acquisition Licence ....is not required if the muzzle velocity is less than 500 feet per second and a muzzle energy less than 4.2 foot-pounds).

However, importing a firearm... any firearm will put you in a difficult situation... especially if you do not have the proper papers...
