Can a seller keep pulling their listing when they don't get enough bidders?

Hello everyone!  Two nights ago I posted a question here about a seller who had listed a fancy western bridle and breast collar three different times.  Each time the listing was pulled off of eBay because they obviously were getting the money they wanted.  The first two times I was the highest bidder and the third time I kept the item on my watch list because I thought something  wasn't right about what this seller was doing. This last listing was pulled also.  As of this morning the listing is back.  The starting bid is 400.00 and no one is bidding.  Am I right in assuming that sellers should not be doing this?  It seems as if they are disregarding eBay rules all together.  Thanks in advance for any iinfo provided.  Have great day everyone!

Just me again. In the time that it took to right the question above and a few minutes on the phone I just checked my watch list where I had the bridle and it has completely disappeared again. What the heck is going on?

I also just realized that I said the seller was getting the money they wanted. I meant they were not getting the money they wanted. I half to proof read better or just get off the computer. UGH!

I have never had to report any one to eBay before and not having the sellers eBay name, I wasn't sure if I could get anything done about it. If I was to see the listing again I was going to make sure I wrote down this information and so I could report them.
