Nope!
Bad sellers and bad buyers are from everywhere. The two examples you give even if they are isolated and far from the norm are the very reason eBay is taking such strong action.
The things is that a bad buyer harms only the particular sellers they deal with (a reasonable seller knows that bad buyers exist but are a small minority). Bad sellers on the other hand taint buyers which hurts all sellers either by chasing away buyers or perhaps even more seriously the bad worth of mouth exposure that an unpleasant transaction brings.
I've often noticed on the US powerseller board when a seller posts of a problem with a Canadian buyer there are usually many sellers who state they love to sell to Canadians and have done so frequently without any problems.
Looking at that seller's dsr's show they are a pretty accurate reflection. 4.6 for item description is terrible and the rest of the stars are worse. I understand they are a low volume seller so their ratings can slip for only the occasional issue but it sounds like it's more than that if your transaction is any indicator.
