Cleared Paypal payments

When a buyer has paid on paypal and the transaction reads- 'Completed' , But the funds are not available for up to 3 wks. does 'Completed' mean that the payment has been Cleared ?

Should I ship immediately after I receive the 'Completed' post or wait until the funds are available in my account ?

You should ship as soon as the transaction reads completed.

If you wait for 3 weeks the buyer will probably file a claim for

item not received and give you a Negative Feedback and you will never

get your money.

Waiting for the money is what all new sellers go through and also

sellers who haven't sold for a while.
