E-bay ZERO customer service - Light 331096615765 - never rec'd Battery. Seller stalls - never rec'd

E-bay seems to have no process to help buyers that get ripped off. Vendor stalls thru 30 day period, then E-bay goes invisible and won't help. How do you get their attention? E-bay site just takes you in circles. Vendor can keep ripping people off with lack of product and bad descriptions.

You have up to 45 days from purchase to open an Item Not Received dispute.

Not 30. But it is from purchase, not from payment, nor from shipment.

And while the first step is to contact the seller, if you have already done that, go onto Step Two.
