Final value charges for cancelled sales or unpaid items?

I received my invoice from eBay today and was shocked at the amount. I was charged a final value fee for an auction that was cancelled and the purchaser was refunded the amount through paypal. The item then went to second chance and was sold. I am now charged for both sales even though I only sold only 1 item.

I was also charged for an auction where the bidder has not paid and will not answer emails. An non-paying bidder report was filed with eBay but they still want the final value for an item that was never paid for.

Basically, I am being charged $35 for a $120 sale. This seems extremely high to me. I can't find anywhere to dispute this bill. Does eBay have a way to report billing disputes?

Filed a cancel transaction in resolution center. Buyer accepts or if no response , you close after 7 days and ebay credits fees ?

Unpaid filed.. close after 4 days and ebay credits fee ?
