Sure enough, the customer starts an INR, but, I have tracking with Expedited. We are talking a whole $18 US here. Tracking shows delivered. Sure it was. Even I do not believe it. The whole "back door" thing.
Now? I'm covered and the customer is not.
What to do? I can send another and then I am in the hole. Tracking shows delivered so eBay and CP are on my side and the customer is screwed.
Someone is not getting kissed, here.

When I see an oddity on the address label like 'back door'....? That's normally when I opt to add Signature Confirmation for the extra $1.50 or whatever it is that it costs. There's also Card for Delivery so they have to go and get it from the postal counter themselves. And then I highlight in yellow marker that portion of the label.
I'm trying to refrain from making 'back door' jokes about this. It's low-lying fruit.

This whole deal is over $18 US.
I awake this -36C morning to a threatening email, from the buyer.
I call Paypal who transfer me to a CSR in the Philippines, who transfers me to another gentleman.
On the phone, the fellow composes an email, sends it to the buyer, sends me a copy.
"... arrived at your Address and the tracking number shows that the item is already delivered. So the seller can't do anything about this. You have to contact your local post office or contact eBay so we can give you more information."
I love the "further information" part. That would be "Oh! Look! It has already been delivered to your address! Thank you for calling eBay. It has been our pleasure to assist you."

You want to make sure that you win the case so that you don't get dinged for an unresolved case but I'm curious how you are planning on dealing with your buyer as they may really not have the package. It seems unlikely that someone would lie for an $18 part. I suppose it would depend on the how I perceived the buyer was 'threatening' me but in most cases I would tell the buyer that I would be looking into it with CP.
You didn't say when it was 'delivered' but if it was yesterday, it's possible it was scanned at the post office by mistake and will still be delivered next week. Or, if the 'back door' is a separate apartment in the house, perhaps another tenant has it.
Since expedite has insurance, if it isn't there early next week you could phone Canada Post as they will often look into it even though the tracking says delivered. You have no way of knowing for sure whether or not the buyer has it and in some cases, CP will pay out the insurance.

Well...as you have mentioned many many times, your COG averages $1 part so all you would be out is the postage if you refunded or sent out another one. But before I did either, I would wait a few days and also talk to CP.

This was a Paypal claim not an eBay claim? If so...that's interesting if Paypal is now using cs in the Phillippines. I have always been under the impression that all of Paypal cs in the U.S.
