GSP After the Sale

I realize that I could post on the American board, but I'm posting here first.

Does anyone know if it's possible for an American seller to use the GSP for shipping when it wasn't in the original listing?

Pretty sure the answer is no -- it has to be in place before the listing ends.

But, I'm not sure what can happen if they have GSP with a country which is excluded, as to whether they can add that country back in again.

No, it is not possible to add GSP after a sale.
