Has Canada Post recently changed insurance limits on packages?

Hi! In the last week I've been unable to purchase additional insurance (more than $100) on parcels I've sent out via Expedited Parcel and Xpresspost. I first noticed it while doing quotes online at canadapost.ca, and though it was just a computer glitch. BUT... when I tried to purchase additional insurance on an Xpresspost package ($200 actual value) at my local office the Canada Post worker said the system wouldn't let him. It says right in the April 2007 POSTAL PRICES pamphlet that ADDITONAL COVERAGE (up to $1000) is available on ALL SERVICES at a cost of $1.20 per $100. I've been doing this since 1997 and this is the first time I haven't been able to cover the cost of the item I'm sending with Canada Post's insurance. Doeas anyone know what is going on here? thanks! The limit is still $1000 AFAIK. Canada Post's site has been broken for a while though with certain browser/OS combinations that seem to prevent buying insurance (although every other part of the shipping process works).
YMMV.

I'd go to your local commercial outlet...alot of those kiosk guys have no idea what they are doing...while I was in Europe and had my mom bring any rush orders to the post office they kept trying to tell her she needed unecessary options, couldn't use some of my most popular servies and even overcharge her $15 to send a small item within the Toronto area, which would normally cost me under $6
