Has anyone else been screwed in regards to motorcycle parts?

I bought a motorcycle tank cover from a seller. They asked me to purchase it outside of ebay. They sent the wrong color. They kept promising me they would rectify the problem. They strung me along long enough that I could not cancel the transaction on my Visa, then kept jerking me around until I contacted paypal. They kept saying they had shipped it. A huge lie. They never shipped the proper one, then after finding out how much to ship it back they told me "keep it as a gift. Then after contacting paypal they told paypal to get me to ship it back and I would get a full refund. It cost more to ship than the refund. Definitely not a company to deal with  BE AWARE!!

You should NEVER deal with somebody like that outside of eBay. Because you did it, you are not covered by eBay. Since you did not do the transaction on eBay, eBay is not responsible for anything you did.

While sellers and buyers who have established a connection will often move off eBay for future transactions, it is definitely a red flag that a seller suggests this as on a first contact.

However
Here's what I'm reading.

You purchased (by Paypal) an item which came in the wrong colour.

Your first step was to try to cancel the (order? payment?) through your credit card.

This was refused by the card. Not enough information to know why.

You then went to the seller, who would have known about the attempt to cancel , btw, and asked for a replacement.

The seller looked at the cost of shipping a replacement and offered a full refund if you just kept the cover, even if it was the wrong colour.

You refused.

You then went to Paypal and opened an Item Not As Described Claim.

Paypal's policy is that they will force a refund if the item is shown to be returned.

You looked at the cost of return shipping and refused.

PP then refused your Claim.

There's a lot of testosterone all over the floor here.

And you have run out of options.

You refused to keep the wrong cover for free.

(And could it be painted? )

And then refused to return the cover for a full refund of your original price.

(BTW, eBay's policy* is that the seller pays return shipping when the seller made the error. But you bought off eBay, so...)

Quite frankly, the seller could do more for you, especially since this was her error, but you've burned your bridges now.

*This can't be done internationally, which eBay does not understand. It can be managed with goodwill and polite discourse.
