How in heck do I contact (Speak to) eBay? Specifically Global Shipping program. Suppose to send it

How in heck do I contact (Speak to) eBay? Specifically Global Shipping program. Suppose to send item back but seller refuses to submit a shipping label.  Claims it should be the Global shipping people.  I'm on a time deadline top return the item, but eBay conveniently refuses to post a phone number anywhere that I can find.

At the bottom of this page, click on "Help & Contact", then "Contact eBay" tab.  Choose any topic that seems relevant, such as "Buying" > "How to pay for an item".   Not all topics will provide a link, but many, such as the one above, take you to a screen where you will find, on the right side, 2 choices:  call eBay, or have them call you.  Follow the prompts.  Have all the relevant information ready.  Request to speak to a GSP specialist, as most customer Service Reps are not familiar with the program and give incorrect information.

Generally, the buyer is required to pay for return shipping. Sellers usually only do this when they accept that the problem is their fault (sending the wrong colour of sweater for example).

This is because not all buyers are honest and will demand refunds for things that are exactly as described. Paying for returns is a method of reducing false Not As Described claims that are really Buyer Remorse.

There is a new program that does not apply outside of the USA, which does allow for seller-paid returns. Since it does not apply to Canadian buyers (or sellers) I don't know much about it.
