Is 3 weeks / 14 business days long enough ?
First package was small and sent Priority - arrived in 4 days, not assessed.
If this larger package was supposedly mailed on the 18th 'First Class' and will probably get dinged at customs for tax, how long is long enough to give benefit of the doubt? Am I being too nice? Tracking hasn't updated past "electronic information submitted" and seller has ignored my 4 messages.
I will need to go the route of a chargeback and don't want to harm my reputation with PayPal needlessly if the package does happen to turn up having being delayed at customs.

I'll just say that shipping USPS from the U.S. to Canada is taking a lot longer than it used to - yes, you would think 14 bus. days is long enough.........but usually mine take much longer than that. Yes, you're right N.Y. to Ontario is close, but I'm in Vancouver and same applies somehow whether I order from Seattle (so close) or say Florida??!

I'm finding that shipping times have become very unpredictable.
limey is right, and in some cases shipping times are longer than ever before.
However, I'm also receiving some packages very quickly.
I've had to open a number of cases for late items and there seems to be no way around it.
I do wait for 30 days before filing and they often show up.
In any case, you really have to be patient since the PO cut services.

The tracking will say "Accepted at USPS...." if the package has been mailed.
"electronic information submitted" shows the postage has been paid, but not necessarily mailed.

I can't see how your "reputation with PayPal" would be affected if you filed a dispute/claim of non-delivery when there's no evidence online that you received the item.

If the item turns up while the Dispute is open, you close the Dispute and leave appropriate feedback based on the mailing date.
If the item turns up after you are refunded, you repay it using Paypal> Send Money and put the original transaction number into the textbox.
If you think the problem might be shipping delays, file before Day 45 but don't leave feedback until Day 59, to allow for other possibilities.

I want to caution to be be very very careful.
Some US sellers believe that they can get away with almost anything when they are shipping out of the US.
I opened a case on day 30 for a slow item.
It just arrived on day 43 and I saw that the seller didn't ship until after I'd actually escalated the case.
In reality it arrived very quickly after it was shipped and the PO wasn't at fault at all.
This seller has been in touch all along pretending to care and claimed to have shipped within a few days of purchase.
Now looks like she was hoping I'd let the 45 day mark go by without a claim.
Just sayin': Be On Your Toes.

It's not looking good. After 4 messages in 2 weeks, he finally replied on Tuesday night after I left neg FB on Monday. Saying he would look into it. Reply last night was, in summary: "USPS tracking issues to Canada. First pkg also not tracked. Was shipped, you should have recd 2 wks ago."
Now, the order has gone into archive status today, I no longer have access to the tracking number via eBay. HOWEVER, I had already recorded it 😉 . Up until yesterday the first was indeed showing full tracking in USPS. It's still today showing tracking on Canada Post and on third party websites CJ234265719US.
Does tracking status disappear off USPS normally after X days or has he done something to cause this ?

I tracked the number you posted above and it says that it was delivered to a community mailbox on February 14th.
Is that the correct number?

Yes, that is correct for the first package - the one he claims 'also does not show any tracking'. As late as yesterday,, I was able to pull it up on USPS too. He says neither were tracked. I'd been clicking the tracking numbers daily!!!! I've been seeing daily that it WAS available. When one would click the second, the info for the first would also appear in the results first. Then the second one below it.
I received that first one no problem. The problem is with the second package LZ179465712US containing the bulk of my order supposedly shipped on March 17th (or 18th).
I was giving them the benefit of the doubt, but now it feels like he'd been stalling until the order went to 'archive' status, and tracking is no longer available on USPS for some reason. Does it normally disappear at 2 months or did he have it removed?

Your package is still not showing "accepted" by the USPS to confirm mailing, it isn't archived.
The tracking is archived off line after some time, but still retrievable with a request to USPS.
I would be thinking of filing an item not received claim.

I still see the LZ tracking number on USPS although it just states electronic info shipping received so either it hasn't been scanned or it isn't trackable.
You said the item was archived on ebay....but it wasn't mailed until March18th? When did you purchase it? I would probably wait until this coming Monday or Tuesday before I filed a claim assuming that you are still within the time limit to file a claim and that you can do so once it has been archived..

He seems to have forgotten he even sent me a screenshot of the tracking on the first item in an earlier message [ http://awesomescreenshot.com/0b52c72654 ] when he replied last night with "USPS has scanning and tracking update issues with packages going to Canada. The first package that you received also has no tracking history"
Contacted CC for partial refund chargeback. Since that process takes a while, maybe it will show up i the meantime. I still want to believe the seller is sincere, and I feel bad - he will have PayPal funds frozen? but on the other hand it's a lot of $ to me.

Excellent, excellent! I just tried all those numbers you posted and yes, the first part of the
order was delivered waaaay back in February.
But at this late date there is no way that seller had any intention of sending you the remainder.
The number would have registered when something was mailed.
On the Canada Post site it would indicate that the item has been mailed in the originating country,
and once it got to the border, even if it were being assessed for taxes, the CP site would show that
it is still loitering around Customs.
Your seller never mailed the second half.

Don't feel bad. In my opinion 'sellers' like that should be punted off permanently, but as it stands
nothing will happen to that seller at all. Too many 'small order' positives that will make yours
appear insignificant. Have a gander at some of the posts here by other users who make the
mistake of buying from a certain overseas country where the sellers systematically steal from
new users because newbies don't know how the Resolution system works.
I'm glad you filed the chargeback. And I really hope you get reimbursed.

I just got notice that something I ordered from Amazon has shipped. 3 tracking updates within hours! Same first class service and tracking number also begins with LZ as my missing second package from eBay seller. The first pkg was sent priority, so I had nothing to compare it to. So even if the post office he brought it to hadn't scanned it, it still should have hit somewhere else along the way, which was my feeling all along, but some were saying that it would only scan again at delivery.
Didn't mail at all - or stolen at post office - or still sitting at post office - seller didn't reply when I asked him if he checked with USPS - what did they say?
I read the USPS sucks facebook. It's hard to believe things can be that bad - packages bouncing all over the country, sitting for weeks until moving & showing the next scan. Makes me think the postal workers are in the midst of a pressure action against the USPS, or systems have been hacked to misdirect routing.

This has nothing to do with eBay or Amazon or the USPS.
Your crooked seller lied to you and never sent the second package.
He is a silver tongued thief and a liar.
You were scammed.
Continue with the cc chargeback. And put the blame where it should be .
On the scammer you were buying from.
And when your credit card gives you your partial refund, you can leave a Response to any feedback you or your seller left indefinitely. Remember that the most effective Responses are calm and factual.
