I have a no payment against me by E-Bay,when I, for 3 times asked the seller to send me the total .

 It seems unfair when a seller puts a no payment on me,when for 3 times I asked the seller to send me the total,PayPal wouldn't accept 

payment, sure I agreed with seller to cancel,but never refused to pay.and can not find a place on E-Bay to set the record straight.

You need to call ebay customer service and the unpaid strile will be removed.
