Ok, so it's not that I'm unwilling to pay, quite the opposite. I have sent several requests for an invoice but the seller seems tot ignore them. The nub of the problem is that the listing was for the UK only, however the seller agreed to allow me to bid from Canada. When the request for payment came it asked that I either change my delivery address to a UK one or ask for an invoice that would create an exception and allow me to pay.
Unfortunately the item is not one that I can easily buy from another seller so cancelling the transaction is not a good option. How can I get this seller's attention so that I can complete the transaction?

Well, you could try opening a Dispute, that might catch his attention. However, since he was not interested in overseas customers when he listed, he could reply by pointing out that you were an Unwanted Bidder.
But you did get a request for payment?
Pay it.
Assuming that the postage is based on domestic UK delivery, he will then be in the position of renegotiating. And since you did make a (short) payment he can't open an Unpaid Item Dispute to end the transaction.
BTW, buyers cannot cancel transactions. Sellers can start the process and the buyer can agree, refuse or ignore the request.

No need to go outside of ebay. Your seller can add you to his list of exemptions, - send him this link if he seems not to know how:

If you simply want to "get his attention", you could give him a call. To the right of the Search bar is the word "Advanced". If you click it you can then choose Find contact information from the left column. Fill in the ID and item # on the next page, and you'll get his phone number and he'll get a notice that you requested it. If you decide to call, keep in mind the time zone difference.
If he has trouble adding the shipping fee to an invoice, be sure he understands not to use 'Recalculate', rather just add the fee, preview and send. He has probably seen this link many times:

You will not be able to pay anything until he adds on the fee, so be sure he is aware that it is this lack of a completed invoice which prevents you from paying for the item. Sellers like to get their hands on the loot, so I'm sure he will sort it out with you as quickly as possible.
