Do you mean that you never received them? Some items from China take longer than a month to arrive so if I were you I would wait another week or so. Then contact the seller and if you they do not refund you, file an item not received claim with Paypal before the 45th day after payment.(I would do it about day 40) If the seller offers to send a new set, say no..that you would rather be refunded. If you wait for a new set and they never arrive, it will be too late to file a claim.
