It is probably best to tell them that you will be glad to issue a full refund upon the return of the item.
If the buyer opens an "Item Not as Described Dispute" they will win regardless of whether it is true or not.
Your return policy is superseeded by ebays buyer protection plan.
99.9% of the time eBay sides with the buyer.

Its a good idea to include locked/unlocked in your title.
