You won't get your item.
A sellers that is NARU (Not A Registered User) usually has been kicked off the site for very bad behaviour.
It is very possible that the doll never existed, or was never owned by the seller.
Go to your Paypal account.
Go to the Resolution Centre on the left side of your account page.
Open an Item Not Received dispute.
Ignore advice to contact the seller.
Tell the bot that the seller is Not A Registered Seller.
You should get your full payment refunded promptly.
You might be happy to know that most sellers are working on a 21 day hold if *they have a poor record here.
This means that your seller never saw your money and Paypal will refund it. If they didn't have a Hold on his funds, PP will give a 'courtesy' discount to the buyer and go after the NARU seller for their money.
EBay also has a Resolution Centre, at the bottom of this page, but they have a much shorter deadline than Paypal.
*Or if they are new, which has other problems that do not involve the honesty of the seller.
